Abstract: Since this year, our county has promoted the application of intelligent electronic license plate recognition technology to the management of muck transport vehicles. By the end of October, 150 waste trucks and 180 concrete mixers had completed the installation of "electronic intelligent ID cards", further improved the storage and transportation management of construction waste through intelligent means, and initially realized the standardized and intelligent management of urban waste transport vehicles, laying a foundation for further protecting the ecological environment and improving the level of urban management. It is reported that this technology is applied for the first time in Jiangsu Province, and its experience and practice are being promoted throughout the city.

Through the cameras at the entrance and exit of the construction site, the black and white list system is implemented for vehicles entering and leaving the construction site, and the approval system is implemented." Zhu Jiang, the leader of the muck enforcement unit of the County Urban Management Bureau, said. The intelligent management platform uniformly and timely supervises, commands and dispatches residue trucks, concrete mixers and bulk building materials transport vehicles operating in urban areas, and releases information, so as to achieve intelligent management of people, vehicles and construction sites.

The installation of intelligent license plates on muck vehicles is an important part of the Internet of Vehicles field. It is a white card containing a radio frequency identification (RFID) chip, which is installed on the windshield of the car. The information on the radio frequency identification chip is scanned by a special reading device or hand-held reading device installed on roads, construction sites and other places to determine the relevant information of the car. The system will automatically give an alarm if the muck truck is not loaded and unloaded according to the approved location. They can also be photographed if they do not follow the approved route. More importantly, even if the electronic license plate is covered, defiled or altered, the vehicle information received by the electronic police is sent from the electronic license plate, and the signal cannot be changed at will. A unified real-time monitoring system is installed to ensure the prevention and control of waste from the construction site, transportation to final disposal. At the same time, the urban management bureau and the public security department share and dock data in real time, so that there is no dead end in the operation and management of muck vehicles in the urban area, and can optimize and adjust routes in time according to the real-time intelligent data management of vehicle operation, laying a foundation for the realization of urban "dust control", and the intelligent, digital and scientific management of muck vehicle transportation. At present, there are 150 residue trucks and 180 concrete mixers in our county, all of which have achieved intelligent management towards scientific, refined and intelligent direction, and achieved the precision of urban road dust control, laying a solid foundation for the fight against air pollution and the effectiveness of the "Blue Sky Protection Action No. 1".

Next, our county will strengthen scientific and technological supervision, upgrade and improve the intelligent waste management service platform, highlight the supervision of key issues in the blue sky defense war, and put an end to illegal waste transport vehicles disrupting the market.
